In early 1983, the Dean of the Graduate School resigned and the Academic Vice President decided to take this opportunity to assess the effectiveness of Xavier's overall academic organization and structure. In a memo to the faculty dated April 13, 1983, he announced the formation of a Task Force of 7 persons, chaired by Dr. Roger Fortin, to study and evaluate the university's academic organization. The task force submitted its report to the Academic Vice President on December 13, 1983. After much discussion and debate, the Board of Trustees approved a series of changes in the academic structure including the introduction of a College of Professional Studies replacing Edgecliff College. This occurred in March, 1984, and was announced to the faculty in a memo from Dr. Fortin dated May 15, 1984.

Sometime in the early fall of 1986 the Task Force, now called a committee, was reconstituted with 3 additional members recommended by the Faculty Committee. This Committee recommended further changes in the academic structure, the most important of which was that the College of Professional Studies be renamed the College of Social Sciences. The Board of Trustees approved these changes in March, 1988. On June 1, 2007, the College of Social Sciences became the College of Social Sciences, Health and Education.

The charge of the original task force was stated in Academic Vice President John Minahan's memo of April 13, 1983: "I have asked the Task Force to consider the question of whether or not our present organizational structure is the best and most effective for the operation of academic affairs units at Xavier University."
